ReplyIt’s not just permitting, it’s also about eminent domain. You can’t build a transmission line from Wyoming to California without crossing multiple states and 700 miles, not all of that will be state or federal land.
Take a look at California’s high speed rail, for instance. That would cut across so many property lines and it would only take a holdout or two to screw up the whole project. It’s not just bureaucracy, it’s respecting property rights.
ReplyAn environmental assessment isn’t primarily about assessing the impact on the natural environment. The word ‘environment’ is used very broadly here for the engineering environment, social environment, and other things I’m forgetting. (Though I agree with the broad point made here. These things take too long)
