    I worked in the federal government for 33 years. Executive orders come, and executive orders go. They only apply to the relevant federal programs under the control of the Executive branch of the US government. Orders are only as effective as the political appointees and high ranking career officials want them to be and the amount of funding available and intention to implement them within existing federal programs and policies. Often we had to find existing US law/statutes to implement and apply executive orders, or we’d get push back from state or local officials or others who didn’t agree with the intent of the EOs. Anyway, I could go on and on, but Executive Orders are NOT the same thing as laws established through legislation passed by Congress and signed into law by a President.
