Yes, other countries do it but perhaps in those countries gun laws are a lot more strict so police are not constantly afraid of getting shot. Here’s what few are mentioning, why the police came into existence in the first place: It was to be slave patrol, and of course to perform additional “duties”. This apparently largely unknown historical fact, only recently learned myself, seems fundamental to the issue of police brutality, fundamental to the issue of whether crime statistics broken down by race can even be trusted, fundamental to the question of how much police are actually needed…leaving aside all the varieties of violence against women and girls they basically ignore…fundamental to the question of how much crime legitimately exists, leaving aside the issue of billionaire looters, which pretty much everyone ignores.
