    Why on earth would ANYONE veto a law that literally hurts no one and only makes sure that dogs don’t die from bad weather conditions or dehydration?

    He vetoed a bill that would have made it illegal to chain up dogs and leave them outside without drinkable water, adequate shade, or shelter.
