Switzerland is a perfect example. Every male 18 to 30 is required to serve in the reserves (militia in the 18th centruy) and they keep their ISSUED WEAPON at home. 1. They serve in a constituted military service. 2. They are issued a weapon for that purpose. 3. They keep it at home to be ready at a moment’s notice.
